To : The UNITED STATES DEPARTMENT OF THE TREASURY,
Noted below is a URGENT REQUEST for assistance and understanding for our Peru travelers that have been issued tickets for travel in the country of Peru. We were told to request a special licence / permit of this department that would allow for our requested special circumstances.
This past week June 3rd, 2004 we learned of a problem in Peru and the National airline known as Aero Continente and its owners affiliation in drug trafficking. The information that was noted in newspapers and as well was confirmed with the US Embassy in Lima stated that the citizens or residents of the UNITED STATES are NOT allowed to buy, fly, sell or be affiliated with this airline.
We have currently many travelers that are in Peru on tours, some that are departing today and as well that have had tickets issued on this airline for future travel. As of Tuesday, June 1st, 2004 our USA company and Peru operation has ceased to purchase any additional tickets on this airline. We will support this action that has been stated by our government and will assist in any additional requests in full force to assure that no additional flights will be purchased or sold for our future clients on our tours to Peru.
However... TAMBO TOURS, like other tour agencies as well as the thousands of tourists are in a situation that is none of our doing. We as other companies have pre-purchased many tickets and as the summer has begun many of these flights on other carriers are now full or with inflated prices caused by the high season of travel & this recent US government advisory. This will be major impact on all American tourist & companies if there is not some understanding in this matter as we are the ones whom will loose business caused by these sanctions.
We would appreciate some understanding in this "state of emergency" for the tourists to Peru and TAMBO TOURS company. If you could please allow for our customers to complete the programs as best as possible with these tickets that have already been issued. As stated earlier, we will try to re-book as many possible travelers on other eligible airlines. We as well will try our best to notify as many passengers of the current & possible impending actions that have been set forth. It is in the best interest of not only the consumers to know but as well the companies to advise and warn of the inevitable closing of this airline. If you would like I can try to compile a entire list of travelers that are currently traveling in Peru or have already been ticketed with dates and routes they are to travel.
We will patiently await this urgent request for your further directions and as well hope that we all will be successful in our mission to full fill what is best for all.
Again we ask of you to be understanding in our specific requests with not only our company but most of all our fellow American’s whom have looked forward to this trip of a lifetime... to Peru

American Citizen Services ( 011 ) 511 - 434-3000
On June 1, the U.S. Department of Treasury blocked the assets of Aero Continente Airline under the provisions of the Kingpin Act of 1999.
One effect of the blocking action is that it is no longer legal for U.S. citizens or legal permanent residents to fly on or otherwise conduct business with Aero Continente. The Department of Treasury has been charged with enforcing penalties against U.S. citizens and resident aliens who conduct business with the airline. The embassy urges all travelers to use other air carriers for all travel within Peru or to any foreign destination that Aero Continente serves, beginning immediately.

At present there are still no hard guidelines regarding how the recently-imposed ban on travel will affect American travelers. The Department of Treasury has advised that individual travelers may request a license to use Aero Continente for reasons of hardship, but the exact criteria for granting the license have not been promulgated.
Treasury indicates that cases will be reviewed on a case-by-case basis, and that requests for the ‘license’ may be directed to :
